for if the matter be an important one the Governor has the power to issue a Commission, Ordinance No. 2 of 1889 - and for a small and unimportant matter it's not advisable to depart from all legal traditions respecting the forced appearance of anyone before an official.
It is moreover wholly unnecessary for securing the registration of land, as already more than 25,000 persons out of an estimated immense population of 100,000 have willingly come in and lastly because the Squatters Board ordinance with a few changes would meet all the requirements of the case.
